Shelley teaches at Yale Law School (Legislative Advocacy) and the Yale School of Public Health (Health Disparities, Public Health Law). She also is the Distinguished Senior Fellow at CT Voices for Children, an organization she co-founded and served as president from 1995-2008. Shelley practiced civil rights law earlier in her career, representing in successful federal class actions the state’s abused and neglected children, incarcerated women, and inmates with HIV/AIDS, among others. She served as a member of the Law, Policy and Ethics Core of the Center for Interdisciplinary Research on AIDS at Yale for many years. Shelley received her law and public health degrees from Yale.
